The Constant Billy Trust was set up in 2009 with the objective:

" "To advance the education of the Public - especially Schoolchildren, and provide facilities and resources for the promotion of Traditional Folk Arts and Culture"

In 2008 East Suffolk Morris Men (ESMM), as part of their Golden Jubilee celebrations, held a Children's Festival based on the format established by the Felixstowe Folk Festival in the 1970s - 80s. Over 800 Suffolk Schoolchildren came together in Ipswich to see the Morris dance, hear East Anglian folk songs, and dance traditional country dances.

This was an one-off for ESMM as part of their Jubilee year, but such was the enthusiasm for the event, that we looked for sustainability. Happily, Ip-art, the summer Arts Festival run by Ipswich Borough Council stepped in to include a Children's Festival into their programme.

At the same time, there was an initiative to develop traditional dancing as part of the 2012 Cultural Olympics - the Traditional Dance Initiative.

The Constant Billy Trust was established to provide an umbrella organisation to progress these initiatives.
